TXM is embedded into the GO Expansion Program team leading the engineering and delivery management of track, electrification, signalling and due diligence & inspection.

The Challenges

  • Funding and Budget Management: Ensuring adequate funding to complete the expansion while managing costs is a major challenge. Large-scale infrastructure projects like this require substantial investment, and any budget overruns can delay timelines or affect the scope of the project.
  • Construction and Infrastructure Challenges: Expanding the GO network involves upgrading tracks, stations, and other critical infrastructure. This requires navigating complex logistical issues, such as minimising disruption to existing services, working with existing land use, and dealing with weather-related delays or unforeseen complications during construction.

The Solutions

  • Scope Definition: Established a “North Star” for the Program Team to work towards so everyone has a clear understanding of the scope and timelines associated.
  • Seek Global Expertise: TXM brought in subject matter experts with international knowledge to bolster the capabilities of the existing Metrolinx and Contractor teams.
  • Matrix Organisation: Developed an organisation that supported a Delivery Stream and Services Stream to work more efficiently in a matrix.
